Paul finally arrived in Rome (v. 14). The believers in Rome came from all around to greet him, even though he was very far away, and when Paul saw them, he encouraged them and gave thanks to God (v. 15).
Finally or 'at last' is what they had been wanting all along, and that outcome was sufficient motivation for them: it was to go to Rome, and in their mission to go to Rome and preach the gospel, they had arrived at the critical point of accomplishing that end. Going to Rome was not a place of glory for them, but rather a place of persecution, tribulation, and difficulty, but they wanted to go there.
